Auditor

Department: Auditing & Accounting
Job Status: Full-Time

$46,000 - $53,000

The NYC Campaign Finance Board (CFB), a nonpartisan, independent agency that enhances the  role of New York City residents in elections, seeks an Auditor for its Auditing and Accounting Unit.  We offer a dynamic work environment, training, growth potential, and excellent benefits.

Responsibilities:

  • Analyze financial records and disclosure statements for financial, compliance and investigative audits of political campaigns. Overtime will be required to complete work as needed.
  • Perform audits in accordance with Generally Accepted Government Auditing Standards (GAGAS) and following internally developed specialized programs.
  • Manage assigned audit caseload in team structure.
  • Provide assistance in planning activities of the audit team during the post-election period and coordinating the team’s activities with other CFB units.
  • Prepare written reports and correspondence that are clear, concise, accurate and timely.
  • Communicate with campaigns in a professional manner and assist in providing guidance to campaigns on various audit and compliance issues.

Essential Skills:

Qualifications:

  • A baccalaureate degree from an accredited college and three years of experience in one or a combination of the following: financial administration, accounting, compliance or investigative auditing, fraud reviews, working with a large public or private concern in budget administration, economics, finance, fiscal or economic research, fiscal management, personnel or public administration, program evaluation; or a related area; OR a satisfactory combination of education and experience in the areas described above. 
  • New York City residency must be obtained within 90 days of starting the position.
  • Previous experience in performing audits in accordance with Generally Accepted (Government) Auditing Standards strongly preferred.
  • A master’s degree is not required but will be a plus.
  • Ability to work overtime when required.

Administrative Assistant

Department: Auditing & Accounting
Job Status: Full-Time

$35,000-42,500

The NYC Campaign Finance Board (CFB), a nonpartisan, independent city agency that enhances the role of New York City residents in elections, seeks an Administrative Assistant. The CFB is looking for a talented Administrative Assistant to join our Auditing and Accounting Unit (Audit Unit). This position will provide administrative support to the Director of Auditing and Accounting and Audit Unit and will report directly to the Director. 

Responsibilities:

  • Administrative duties such as: filing documents, answering telephone calls and taking messages, typing and sending/emailing notices.
  • Schedule and coordinate meetings for the Director and Deputy Director; maintain schedule and documents as appropriate.
  • Attend unit meetings, take notes, produce minutes for approval by the Director and Deputy Director and distribute to the Audit unit.
  • Draft and prepare correspondence and reports, as requested.
  • Update and maintain the Audit Unit’s files and tracking systems; keep accurate and complete records, including contact records when appropriate.
  • Assist the Audit Unit in maintaining its day-to-day operations, including in a coordinating role, maintaining the Audit, Payment and CFA calendars.
  • Track performance evaluations.
  • Assist the Audit Unit with the post-election audit tracking system and deadlines.
  • Assist auditors with formatting reports and exhibits.
  • Other Duties: the Administrative Assistant would at times, assist the Assistant Executive Director. He/she would coordinate meetings, organize agendas, and coordinate the distribution of mail and ensure timely and appropriate responses.

Audit Quality Assurance Specialist

Department: Auditing & Accounting
Job Status: Full-Time

$64,000 - $72,000

The NYC Campaign Finance Board (CFB), a nonpartisan, independent city agency that enhances the role of New York City residents in elections, seeks a Quality Assurance Specialist for its Auditing and Accounting Unit (“Audit”). The Unit’s core function is to perform detailed, timely audits of campaigns’ financial disclosure statements and supporting documentation. This position reports to the Assistant Executive Director, Campaign Finance Administration.

Responsibilities:

Work with the Assistant Executive Director, tasks to include but not limited to:

  • Perform internal control testing of procedures and audits according to Generally Accepted Government Auditing Standards (GAGAS) as assigned by the Assistant Executive Director;
  • Monitor audit processes and continuously provide recommendations as part of the Quality Assurance and Improvement Program;
  • Conduct internal peer review assessments and coordinate external peer reviews;
  • Continuously update the Audit Manual and summarize the results of the monitoring process;
  • Act as Information Technology Liaison between the Audit and IT unit (“Systems”) for IT related troubleshooting, improvements and modifications to workpapers, redevelopment projects, as well as ensuring quality controls and GAGAS compliance;
  • Assist Assistant Executive Director (AED) in documenting current and future state of the impact of all audit procedures on IT programs;
  • Develop and update Excel data analysis tools used in audit programs and work papers in compliance with GAGAS;
  • Compile statistics on and projections of the Audit Unit’s workload and use of resources and make recommendations for improving efficiency;
  • Create data-based graphics and exhibits for use in audit reports, including draft and final audit reports;
  • Provide assistance, as requested, in reviewing audits brought before an Administrative Law Judge (ALJ);
  • Assist the Audit Unit with evaluating, developing, and conducting audit trainings;
  • Design and conduct internal and external focus group discussions with audit staff. Present conclusions and proposed improvements to Assistant Executive Director and Audit Director; and
  • Other duties as assigned.

  • Master’s degree a plus.
  • Thorough knowledge of GAGAS.
  • Background or interest in data analytics.
  • Experience in developing and facilitating audit training.
  • Through knowledge of Microsoft Excel required.
  • Knowledge of SQL databases preferred.
  • Experience with the ALGA peer review process strongly preferred.
  • Extensive experience with the entire Microsoft suite, exceptional Excel skills and experience in data analysis software.
  • Background or interest in politics and government a plus.

Candidate Services Liaison

Responsibilities:

  • Serve as a primary liaison between the CFB and candidates running for New York City office.
  • Monitor and assist campaigns in preparing campaign finance disclosure reports.
  • Provide one-on-one guidance on matters of compliance with campaign finance regulations.
  • Assist candidates in the process of qualifying for public matching funds.
  • Prepare training and guidance materials on recordkeeping and reporting requirements.
  • Conduct trainings for candidates, treasurers, campaign staff and the general public.
  • Teach and provide technical support for the Candidate Software for Managing and Reporting Transactions (C-SMART).
  • Test updates to C-SMART and other CFB systems applications.

Special Compliance Analyst: Complaints and Investigations

Department: Special Compliance
Job Status: Full-Time

The NYC Campaign Finance Board (CFB), a nonpartisan, independent city agency that enhances the role of New York City residents in elections, seeks an analyst for its Special Compliance Unit. The analyst will work primarily on complex compliance issues, including complaints alleging violations of campaign finance law, and investigations beyond the scope of the CFB’s routine audits. The analyst must be capable of mastering and communicating legal concepts, but need not be an attorney. The analyst may also be assigned tasks pertaining to the Special Compliance Unit’s other responsibilities. Responsibilities:

  • Handle all administrative matters regarding complaints and investigations, including triage, records management, and correspondence.

Business Systems Analyst

Department: Systems Administration

The New York City Campaign Finance Board seeks an experienced Business Systems Analyst. We offer a dynamic work environment, training, growth potential, and excellent benefits. Applicants must possess a B.S. or B.A. in computer science, management information systems, or a related discipline.

Responsibilities:

  • Identify, assess and document end-user requirements
  • Translate user requirements into functional and non-functional specifications
  • Design applications to satisfy all specifications
  • Monitor the development process to ensure compliance with system design
  • Create and execute comprehensive system test plans
  • Perform QA assessments to ensure that all specifications, fixes and enhancements are correctly implemented
  • Oversee the UAT process
  • Develop e-learning materials and provide training to users on new/enhanced systems

Qualifications:

  • 3+ years’ experience as a Business Systems Analyst with similar responsibilities
  • Proven ability to quickly assimilate new domains
  • Strong written and oral communication skills
  • Familiarity with project management best practices, processes and knowledge areas
